Turkish model of scientific policy
Abstract.This article examines the modern scientific policy in Turkey. The subject of the research is the entire system of government institutions on regulation of scientific activity in the country. Relevance of the indicated problematic is exceptional due to the constantly growing role of education and science in modern international relations. The author also considers the interpenetration between the intentions of non-state actors and state foreign policy course. In particular, the article analyzes the questions of realization of national interests of the Republic of Turkey on the post-Soviet space using the instruments of “soft power”. The largest of the structures that affect the implementation of the state’s scientific course are subjected to separate analysis. For example, the author meticulously reviews the activity of the Turkish “think tanks” and their impact upon the process of adopting the foreign policy decisions in the Republic. Particular attention is given to the role and place of a scholar in scientific policy of modern Turkey.
